Red tape and delays
Nationally Significant Infrastructure Projects (NSIPs) have the potential to provide huge benefits for communities as well as the economy. They can include things like transport systems, energy, and water.
However, getting NSIPs moving can be a big challenge. They need approval from the Government, and there is a huge amount of red tape. As a result, delays are incredibly common. Britain Remade, campaigners for economic growth, claims that 40% of all infrastructure projects are facing delays.
There was a change in the process for granting planning permission for NSIPs with the Planning Act 2008. It made a positive move by getting rid of the previous arrangement of public enquiries. Sadly, even though it is more efficient, the system still has plenty of flaws. Critics say the inefficiencies are “deeply embedded”. Unfortunately, it means many projects end up years behind schedule. This can cause huge problems, especially as costs for labour and products like ERW tube can increase.
The new change
The Government is now looking to reform the process for NSIPs. They are consulting on proposals to streamline it, including changing examination procedures. Most notably, they are looking to get rid of the statutory pre-application consultation. It gets a lot of criticism for causing delays. As a result, the expectation is removing it could save 12 months on projects.
Consultation on the reform plans is open now. The period runs until 27th October, giving various stakeholders the chance to give feedback. If the Government proceeds with the overhaul, it could fast-track progress on 150 NSIPs. Additionally, the estimate is the change could save £1bn in the current parliament alone.
Matthew Pennycook, the Minister for Housing and Planning, gave his backing to the reform. He said there is “an unparalleled opportunity to speed up the delivery” of NSIPs. It is vital for growth and critical infrastructure.
